JR East unveiled on Monday a new “resort train” that will allow passengers on the Yamagata Shinkansen Line to soothe their feet.
The carriage, which was shown to the media in the city of Yamagata, will make its debut July 19, allowing tourists to enjoy the landscape along the train line while soaking their feet in an “ashiyu,” or warm-water foot bath.
The service will be offered in one car of the six-car train on the route connecting Fukushima Station in Fukushima Prefecture with Shinjo Station in Yamagata Prefecture. The train can hold 143 passengers.
The special car will contain two red foot baths that are supposed to resemble fields of red safflowers — the symbol of Yamagata Prefecture. Another car will be fitted with tatami to relax on after the soak, as well as a bar that will serve locally brewed sake.

The Abe administration will press ahead with divisive plans to loosen restrictions on the Self-Defense Forces, Chief Cabinet Secretary Yoshihide Suga said Monday, a day after a lone demonstrator set himself on fire in protest outside a busy Tokyo railway station.
Hundreds of people outside Shinjuku Station witnessed the man with a bullhorn on Sunday afternoon yelling opposition to the changes for about an hour while perched on a girder above a footbridge. He then poured flammable liquid on himself and lit it.
The dramatic conflagration — an uncommon act in Japan — was widely discussed on social media in both English and Japanese, with onlookers posting numerous videos and photographs.
Many Internet users made the connection between the self-immolation and a groundswell of opposition to Prime Minister Shinzo Abe’s push to relax constitutional rules preventing the SDF from going into battle.

Mexican Javier Aguirre has agreed to become Japan’s new coach following the resignation of Alberto Zaccheroni after his side’s World Cup flop, local media reported on Monday.
The 55-year-old Aguirre, who led Mexico to the last 16 of the World Cup in 2002 and 2010, will reportedly pocket around $2.45 million a year — more than twice what his predecessor was on.
The Japan Football Association (JFA) said no formal decision had been made, but the former Espanyol manager could travel to Japan to be unveiled this month, according to the Nikkan Sports daily.
The two sides have reportedly reached a basic agreement on a four-year deal through the 2018 World Cup in Russia, which would make Aguirre the highest-paid Japan coach ever.

　両党の了承手続きを経て、与党党首会談を行い、政府は同日午後、臨時閣議で安全保障法制に関する新たな政府見解を閣議決定する。閣議決定後、安倍首相は記者会見し、憲法解釈見直しの意義や、今後の法制化の取り組みなどを説明し、国民に理解を求める方針だ。

An unidentified man in a black suit tried to commit suicide by setting himself on fire in front of hundreds of people on a bridge near the south exit of JR Shinjuku Station in Tokyo on Sunday afternoon.
Police said the man, who appeared to be in his 60s, was seriously injured but is expected to survive. He was being treated at a nearby hospital, a police spokesman told The Japan Times later in the day.
Just after midday, the man climbed on top of the girders of a white bridge used by pedestrians to cross busy Koshu Kaido Avenue and stayed there for more than an hour, using a loud speaker to address a rapidly growing crowd of onlookers on the bridge and the street below, witnesses said.
Some people tweeted that the man was denouncing Prime Minister Shinzo Abe’s drive to reinterpret the war-renouncing Constitution so Japan can legally engage in collective self-defense.

North Korea reportedly launched two short-range ballistic missiles into the Sea of Japan on Sunday morning, boosting tensions ahead of another round of talks Tuesday with Tokyo on the abduction issue.
According to South Korea’s Yonhap news agency, South Korean military officials said two missiles with a range of 500 km were fired from Wonsan, on North Korea’s eastern coast, between 4:50 a.m. and 4:58 a.m.
A North Korean Foreign Ministry official told Kyodo News that the launch was part of routine military exercises and would have “no influence” on the abduction talks.
The missiles were probably fired to show off Pyongyang’s military might ahead of a visit to Seoul by Chinese President Xi Jinping on July 3 and 4, Yonhap quoted South Korean military sources as saying.

These are two story lines found in manga — those ubiquitous comics for adults and teens — that have taken up Fukushima on an unprecedented scale even as Japanese film largely avoids the topic.
“Ichi Efu,” which centers on workers at the Fukushima No. 1 nuclear plant, has sold 170,000 copies in book form in nearly two months, a rare success for a debut manga. Another comic book set off a furor that sparked angry responses from the government, including Prime Minister Shinzo Abe.
As the world’s worst nuclear accident in 25 years fades from the public spotlight in Japan, publishers say they hope manga will spark debate about uncomfortable topics such as the health impact of the accident, which released radiation over a wide swath of the northeast.

The deeply indebted public entity concurrently running two airports in the Kansai area might set a minimum bid of over ¥2 trillion when it puts the rights to operate the facilities up for sale, sources familiar with the matter said Sunday.
The money will allow New Kansai International Airport Co., which runs Kansai International Airport and Osaka International Airport, to pay off about ¥1.2 trillion in debt, the sources said.
The company plans to announce the bidding rules and schedule in July. It initially wanted to transfer management of the airports to the private sector in April 2015, but has delayed the move until late 2015, given the preparation time needed, which includes coordinating with the central government, the sources said.
Several companies are expected to bid by forming consortia. Trading houses, property developers and some foreign firms have shown interest in acquiring the operational rights, according to the sources.

Power utilities are increasingly worried that their aging thermal power plants will start developing problems in the summer, when electricity demand is at its peak, as they attempt to offset the loss of nuclear power caused by the Fukushima disaster.
In fiscal 2013, glitches and other problems caused a total of 169 shutdowns at thermal power plants, according to reports from nine of the country’s 10 regional utilities, excluding Okinawa Electric Power Co.
The figure was up some 70 percent from fiscal 2010, before the magnitude-9 earthquake and subsequent tsunami ravaged the Tohoku region in March 2011 and triggered a triple core meltdown at Tokyo Electric Power Co.’s Fukushima No. 1 plant.
Amid the total reactor shutdown, power suppliers will need to keep their aging thermal plants running at full throttle through the summer to meet demand.

　　因为这是有史以来，我由一部电影感受到什么叫做揪心的疼痛，由一部电影教会我什么叫做欲哭无泪。看完《天注定》之后的整整一个下午，我都一直处在从心到胃的疼痛状态——那是一种找不到出口的、揪心的痛感。
　　这部今年初夏在日本上演的中国电影，日文片名被译为《罪の手ざわり》。电影将发生在当下中国的四起真实的社会事件，改编为四个不同的故事，以分段叙事的形式，串成一部长达133分钟的电影。而这四起发生于不同地区、且完全独立的事件，之所以能完整地纠结为一体，演变成一部电影并毫无冲突，是因为这看似毫无关联的四个故事，其实拥有完全同质的两个要因，那就是:群体的沉默与个体的暴力。

　　自卫队以“专守防卫”为宗旨，多年来为了守卫国家而制定战略、开发装备、锻炼队员，好不容易才成长为可以独当一面的集团。就我服役过30多年的陆上自卫队而言，应对敌人的上陆侵犯，也就是从外部攻击下保护国土，这才是基本任务。装备、编制、训练、全体的系统都是以这一任务为前提的。
　　即使突然被告知“集体自卫权解禁了”，要部队从第二天就“上战场”基本也是不可能的。至于在远离日本的土地上，（自卫队）是否具备依据行使集体自卫权开展作战行动的态势，我个人认为暂时还很困难。
　　1992年我率领自卫队第一支维和部队去了柬埔寨。当时，没有一名队员是想在国外进行活动而进入陆上自卫队的。对于宣誓“守卫我国的和平和独立”而进入自卫队服役的队员，当时流行的一句话就是“没听说过（海外活动的事）哟”。

Japan has failed to address deficiencies in its measures to halt money laundering and terrorist financing, and should step up its efforts to do so, the Financial Action Task Force said.
The measures should include “necessary legislation,” the FATF, which is sponsored by the Organisation for Economic Co-operation and Development, said in a statement posted on its website.
The biggest deficiencies include the incomplete criminalization of terrorist financing and an incomplete mechanism for freezing terrorist assets, it said, without being more specific.
The task force is an international organization established in 1989 to coordinate efforts to combat money laundering and terrorist financing. Its secretariat is based in Paris and its decision-making body meets three times a year, according to its website.
