Education service provider Benesse Corp. said personal data on 22.6 million customers were stored on a smartphone owned by a Tokyo systems engineer under arrest on suspicion of stealing and illegal copying customer data.
While announcing the figure Monday, Benesse also said the stolen information also includes customer data on its group firms’ online-shopping website Benesse Life Smile Shop and message board website Benesse Women’s Park.
The Metropolitan Police Department arrested Masaomi Matsuzaki, 39, on suspicion of downloading and copying the personal data of Benesse customers onto his smartphone from the Tokyo branch of affiliate Synform Co. on June 17.
Earlier, Benesse had said data on some 7.6 million customers were confirmed stolen and the potential size of the theft could reach 20.7 million. But police investigators determined Matsuzaki had acquired even more data than that. The latest data theft is considered the worst ever. Matsuzaki admitted selling the data to name-list traders, according to the police. He reportedly used the money on gambling.

Western powers on Monday ratcheted up the pressure Moscow over the Malaysian plane disaster, as a train loaded with some 280 bodies was finally allowed to leave a rebel-held station four days after the jet crashed in strife-torn east Ukraine.
U.S. President Barack Obama insisted that Moscow force pro-Russian insurgents controlling parts of east Ukraine to cooperate with an international probe into the disaster, and said chaos at the impact site was an “insult” to families of the victims.
With global fury mounting over the limited access given to investigators in the aftermath of the crash, the insurgents blamed for hampering the probe struck a breakthrough deal with Malaysia to hand over two black boxes recovered from the plane wreckage.
Moscow, which has drawn ire for failing to rein in the pro-Russian rebels, meanwhile hit back at U.S. accusations that it supplied the weapons allegedly used to shoot down the airliner.

A man under arrest for kidnapping and confining an 11-year-old girl in Kurashiki, Okayama Prefecture, had remodeled his home with an additional lock and soundproof walls to confine the girl for a long term, investigative sources said Monday.
With a well-meditated plan, Takeshi Fujiwara, 49, a self-proclaimed illustrator from the city of Okayama, wanted to “raise the girl as I wish,” the suspect was quoted as telling the investigators.
The girl, Sakura Moriyama, was found at Fujiwara’s home late Saturday, taken to a hospital and was confirmed to have not been injured. The man was arrested at the scene.
According to the investigators, a room on the first floor of Fujiwara’s house was modified in December to add another lock that can be locked and opened from outside. Windows were removed after the room was made soundproof, they said.

The Abe administration is examining whether it is possible to allow a high-ranking officer of the Self-Defense Forces to take command over international troops in a U.N. peacekeeping operation, a source said Monday.
The move follows the Cabinet decision July 1 to reinterpret the pacifist Constitution to allow Japan to exercise the right to collective self-defense, giving the government more leeway to order the SDF to take a bigger, more proactive role in global security.
Japan has long refrained from sending an officer to command troops of other countries due to fears it might go against the constitutional interpretation prohibiting the SDF from integrating with the use of force by other countries, according to the source.
A plan is being floated to revise the action plan regarding the Ground Self-Defense Force’s peacekeeping mission in South Sudan to include the dispatch of a general, along with revising the peacekeeping cooperation law to reflect the Cabinet decision that limited the situations in which SDF actions are banned.

South Korean police believe they have found the body of a fugitive businessman who owned the Sewol ferry that sank in April killing hundreds, a report said Tuesday.
A massive manhunt had been launched for billionaire Yoo Byung-eun, the 73-year-old owner of ferry operator Chonghaejin Marine Co, who went on the run shortly after the vessel sank, killing over 300, most of them schoolchildren.
A body found last month by police has matched the DNA of Yoo’s older brother, Yonhap news agency reported early Tuesday, leading police to believe they have located the fugitive businessman’s corpse.
Yonhap reported that the body was discovered on June 12 in a plum field in Suncheon, a city 300 km(186 miles) south of Seoul.

Desperate to reinvigorate the long-stalled economy, the government has spent the past two years cozying up to highly skilled foreign workers through a batch of visa perks. There’s just one problem: few have been wooed.
Hoping to change that, the government passed a bill through the Diet in June to revise the Immigration Law, giving skilled foreigners a new visa status that allows them to stay indefinitely and with a broadened roster of privileges.
“Launching a new visa specifically designed for them means a lot, because that shows the world Japan is becoming more serious than ever about accepting those skilled foreigners,” said Immigration Bureau official Nobuko Fukuhara.
Questions remain, however, over whether creating the new visa alone will encourage more foreigners to move to Japan. Experts say little will change unless Japan brings its corporate culture more in line with global standards and reinvents itself as a place more foreigners would want to live in.

Prime Minister Shinzo Abe pledged to continue dialogue with Russian President Vladimir Putin, taking a softer line with Moscow than some Western powers after the shooting down of a passenger jet over Ukraine.
Abe has worked to improve Japan’s relations with resource-rich Russia, a centerpiece of his foreign policy.
“Russia should commit constructively to various international issues as a responsible state. To help that I will continue dialogue with President Putin,” Abe said in a speech carried by Japanese media.
“Any conflict should be solved not by power but by diplomatic means based on international law,” he said.

The Japanese government has “hidden from the public” that a controversial U.S. military base relocation within Okinawa is planned in an area larger than disclosed, a newly obtained U.S. briefing document shows.
The central government aims to relocate U.S. Marine Corps Air Station Futenma from a residential area in Ginowan to the less populated Henoko district in Nago, both on Okinawa Island. It was recently revealed that the replacement facilities will be built not only in the coastal area as publicized, but inland as well.
This is corroborated by a document compiled by the U.S. military in February 2010 as a briefing paper for key Congress members and listing the “political challenges” involved.
The paper, disclosed Saturday, cites the planned construction of facilities in the inland area of Henoko as among the “sensitivities” for the Japanese government.

A long-sought immigration system that will provide Japanese working families, and working women in particular, with much-needed help and create a more multiethnic Japan, or an ill-considered political sop to female voters that will lead to discrimination and human rights abuses?
That’s the question being asked in Osaka and elsewhere as the prefecture begins discussions with the central government on setting itself up as a specially designated zone to accept foreign domestic laborers.
In June, the Kansai national special zone committee met for the first time in Osaka to discuss the plan, which was announced by Prime Minister Shinzo Abe the same month, to make Kyoto, Hyogo and Osaka prefectures one of six new zones where bureaucratic regulations for industry will be relaxed in the hope of nurturing new industries and creating jobs — for both women and men. On hand for the meeting were Yoshitaka Shindo, state minister in charge of decentralization, Osaka Gov. Ichiro Matsui and Hyogo Gov. Toshizo Ido, as well as senior Kansai business leaders.
But despite the Abe administration’s high-flying rhetoric about the potential of the zones to revitalize local economies, there is great skepticism on the ground over whether the Kansai zone is really what the region needs, and outright cynicism over whether the specific proposal to set up Osaka Prefecture as a foreign domestic workers’ zone is either necessary or a good idea.

The Okayama Prefectural Police department took a missing 11-year-old girl into protective custody on Saturday after finding her at the home of a 49-year-old man in the city of Okayama.
The police arrested the man, Takeshi Fujiwara, on charges of confining the girl, Sakura Moriyama. According to police sources, Fujiwara, who described himself as an illustrator, has admitted to the charges.
The girl was taken to a hospital and was confirmed to have not been injured.
She went missing in the Okayama Prefecture city of Kurashiki on Monday afternoon after telling her mother on the phone that she would go home from school. Before the disappearance, a girl who looked like her was seen talking with a man beside a silver car near Moriyama’s home.

The mother of Sakura Moriyama, a missing girl from Kurashiki in Okayama Prefecture, contacted police twice before the 11-year-old disappeared on Monday, fearing her daughter might have been falling prey to a stalker, investigative sources said on Thursday.
According to police, Sakura’s mother reported that her daughter had been followed by a silver car near their house before her disappearance.
The 11-year-old girl has been missing since leaving school on Monday.
Okayama Prefectural Police are checking video recordings from cameras mounted on taxis and buses, in hopes that the car seen several times near Moriyama’s house might be the same as one seen Monday close to where the girl was last spotted.

When Prime Minister Shinzo Abe showed up last Sunday for the 19th International Conference for Women in Business, Kaori Sasaki — who has been organizing the gathering to empower women since 1996 — finally felt that society was changing.
When Sasaki launched the project almost two decades ago, companies scoffed at her, saying a meetup for female professionals was for losers, she recalls.
Some progress has been made since Abe took office for a second time in December 2012. Viewing women as a crucial force needed to save Japan’s teetering economy, Abe is pressuring companies to help them land 30 percent of the leadership positions in all industries by 2020.
“Women are in demand because they are needed for economic growth in Japan,” Sasaki, CEO of ewoman Inc., said in her opening remarks. “We need to think outside the box and change the system.”
