While Japan once again tops this year’s Times Higher Education Asia University Rankings, it is finding its traditional dominance in higher education increasingly challenged by China and South Korea, education experts say.
Japan held on to the No. 1 spot in this year’s rankings, released Thursday, with 20 schools listed in the top 100, but China now has 18 of its mainland institutions listed. And if six schools separately listed under Hong Kong, Beijing’s special administrative region, were included, China would lead the list with 24.
South Korea came in third, with 14 institutions listed, while Taiwan fell from second to fourth with 13 schools in the top 100.
But there were few changes near the top end of the annual league table. While the University of Tokyo retained first place, the National University of Singapore second and the University of Hong Kong third, Seoul National University jumped into fourth place from eighth last year.

A member of the Tokyo Metropolitan Assembly said Thursday she was hurt by sexist remarks made by male politicians during a session the previous day in which she was ridiculed for being unmarried and lacking children.
The remarks, allegedly uttered by members of the ruling Liberal Democratic Party, come at a time when Prime Minister Shinzo Abe has vowed to make corporate Japan more women-friendly.
The comments were made when assembly member Ayaka Shiomura of Your Party took the stage Wednesday to raise the issue of increasingly delayed marriage and childbirth among women in Tokyo.
Noting that more women are struggling to cope with pregnancy and child-rearing due to a lack of public support, Shiomura said the metropolitan government should beef up its efforts to make society more amenable to women.

One of the greatest dynasties in modern soccer came to a shattering end when champion Spain lost 2-0 to Chile on Wednesday and crashed out of the World Cup with its glory days consigned to the history books.
On the day when Spain’s King Juan Carlos signed his abdication papers, the country’s players were forced off their throne as first-half goals from Eduardo Vargas and Charles Aranguiz earned Chile a stunning victory in front of thousands of their ecstatic fans in a 74,000 crowd at Maracana Stadium.
The South Americans, who attacked the holders from the first whistle, reached the last 16 along with the Netherlands and confirmed the pre-World Cup talk that they could advance deep into the tournament with a disciplined display against a tired-looking Spanish side which goes out along with Australia.
The Dutch, who beat Spain 5-1 last Friday, and Chile each have six points and they meet in Sao Paulo on Monday to decide the group winner. Spain faces Australia in Curitiba bidding to avoid finishing last in Group B.

LOS ANGELES – Clayton Kershaw pitched his first no-hitter Wednesday night, striking out a career-high 15 and allowing his only baserunner on a throwing error by shortstop Hanley Ramirez in the Los Angeles Dodgers’ 8-0 victory over the Colorado Rockies.
Kershaw’s gem gave the Dodgers the only two no-hitters in the majors this season. Josh Beckett tossed one May 25 in Philadelphia.
“I am so amazed,” Kershaw said. “Beckett told me he was going to teach me how to do that, so I have Josh to thank.”
Cheered on by his wife in the stands, Kershaw (7-2) retired his first 18 batters before Corey Dickerson led off the seventh with a slow bouncer to Ramirez. His throw on the run went wide past first baseman Adrian Gonzalez for a two-base error — ending any chance for a perfect game.

A steady rise in killings, torture and abductions by pro-Russia armed groups in eastern Ukraine has claimed hundreds of lives since last month, U.N. monitors in the region said Wednesday.
“A climate of lawlessness prevails in the east with an increase in criminality, killings, abductions and detentions by the armed groups,” said U.N. Assistant Secretary-General for Human Rights Ivan Simonovic.
At least 356 people, including 257 civilians, have been killed since May 7, according to the 34 monitors with the U.N. human rights office.
Among those casualties are 86 Ukrainian military personnel, including the 49 crew and troops who died when a Ukrainian military transport plane was shot down by separatists last week. The other 13 dead were not specified.

Iraqi forces and Sunni militants battled fiercely for control of the nation’s largest oil refinery on Wednesday as Prime Minister Nouri al-Maliki went on a diplomatic offensive, reaching out in a televised address to try to regain support from the nation’s disaffected Sunnis and Kurds.
Meanwhile, the government asserted that it had retaken partial control of a strategic city near the border with Syria.
Al-Maliki’s conciliatory words, coupled with a vow to teach the militants a “lesson,” came as almost all Iraq’s main communities have been drawn into a spasm of violence not seen since the dark days of sectarian killings nearly a decade ago.
The U.S. has been pressing al-Maliki to adopt political inclusion and undermine the insurgency by making overtures to Iraq’s once-dominant Sunni minority, which has long complained of discrimination by his government and abuses by his Shiite-led security forces.

RIO DE JANEIRO – Spain’s long reign as the kings of international soccer came to a dramatic end at the World Cup on Wednesday, with the defending champions sent crashing out after a 2-0 defeat to Chile.
On a day when King Juan Carlos tearfully sealed his abdication after a four-decade reign, Spain’s players were booted from their own throne in 90 minutes.
Chile’s Eduardo Vargas and Charles Aranguiz administered the killer blows as Spain’s trophy-laden era was brought to a shattering end.
Chile’s win sees it qualify for the last 16 from Group B along with the Netherlands, which thrashed Spain 5-1 in their opening match last week.

米連邦準備制度理事会（ＦＲＢ）の金融政策を決める米連邦公開市場委員会（ＦＯＭＣ）は１８日、米国債などを買って市場に大量のお金を流す量的緩和をさらに縮小することを決めた。２００８年から続けるゼロ金利政策は維持した。市場の関心は利上げの時期に移っている。

　ＦＲＢは声明で、「経済活動はこの数カ月間で上向いた」として、今年初めの悪天候による景気減速から脱したとの認識を示した。ＦＯＭＣ参加者による今年の成長見通しを、３月時点の３％近くから２％台前半に引き下げる一方、来年は３％以上の成長となる見通しは据え置いた。

米紙ウォールストリート・ジャーナル（電子版）は１７日夜、オバマ米大統領がイラクでの空爆を当面見送る決断をした、と報じた。当面は、米特殊部隊がイラク軍に対し、情報提供や戦闘に関する助言などでの支援をする方針という。
　オバマ氏は１８日に米連邦議会トップと会談し、こうした考えを伝えるという。
　当面の空爆を見送った理由として、イラク北部の都市を次々と制圧するアルカイダ系武装組織「イラク・シリア・イスラム国（ＩＳＩＳ）」は移動を繰り返しており、的確に空爆するための情報が不足し、効果が疑問視されたためという。
　同紙は米政府高官の話として、オバマ政権は今後も空爆の可能性は探りつつも、「オバマ大統領が軍事攻撃の選択肢をすぐさまテーブルに戻すとは思わない」と伝えた。

The Diet voted Wednesday to outlaw possession of child pornography after years of international calls for a crackdown, but the change won’t impact sexually explicit manga and anime depicting young children.
Japan is the last OECD nation to criminalize possession of child pornography, although it outlawed production and distribution in 1999, and has long been considered a safe haven for those buying child pornography.
“For too long, there was a poor understanding of children’s rights. Ultimately, that’s why it’s taken so long,” said Kiyohiko Toyama, a member of New Komeito and a proponent of the bill. “By outlawing the possession of child pornography with the intent to satisfy sexual interest, we make it harder for people to trade in such material.”
The new law, however, excludes an original clause calling for a study into the effects of pornographic manga involving young children, after publishers and opposition lawmakers said it could lead to curbs on free speech.

旧英領ギアナ（現ガイアナ）で１８５６年に発行され、「世界で最も珍しい」といわれる１セント切手が１７日、米ニューヨークで競売にかけられ、約９５０万ドル（約９億７千万円）で落札された。ＡＰ通信によると、切手についた価格では過去最高。ただ、競売を実施したサザビーズが予想した１千万～２千万ドルの価格には届かなかった。落札者は明らかにされていない。
　八角形でマゼンタ色の紙に黒色で印刷された切手は、英本国からの送付分が届かなかった間の臨時措置として発行されたうちの１枚。他には現存が確認されていないという。本物だと証明するため、発行当時の郵便局職員が「ＥＤＷ」と署名した。過去にも何度か売りに出され、３回にわたって切手としての最高価格を更新しているが、１９８７年を最後に一般公開されていない。
　ＡＰ通信によると、これまでオークションで最も高い値段がついた切手は、９６年に売れたスウェーデンのもので、落札額は約２３０万ドル（約２億３５００万円）だったという。
