Prime Minister Shinzo Abe on Tuesday declared a new war against quasi-legal highs known as “dappo” drugs, pledging to adopt a speedier process by which regulators can identify and outlaw products with dangerous narcotic or hallucinogenic ingredients.
The pronouncement came at an emergency government meeting was held in response to a recent spate of car accidents involving drivers high on the drugs. In some cases the drivers hit and killed pedestrians.
“Dappo” means law-evading in Japanese. Usually a mix of dried herbs and synthetic stimulants, dealers are quick to produce and market new cocktails that contain chemicals whose molecular structure differs very slightly from those proscribed by law.
According to the Health, Welfare and Labor Ministry, the number of chemicals outlawed under the Pharmaceutical Affairs Law surged to more than 1,300 from 68 in April 2012. Still, police have been unable to keep up with the rapid emergence of new dappo drugs.

North Korea appears to have fired ballistic missiles toward the Sea of Japan early Wednesday, the Japanese government said, adding that no damage to aircraft or ships has so far been reported.
The missiles appear to have been launched from the country’s southwest, beginning at around 4 a.m.
Prime Minister Shinzo Abe instructed government offices to collect and analyze intelligence in coordination with the United States and South Korea, and provide relevant information to the public in a timely manner, according to the government.
Tokyo plans to lodge a protest with Pyongyang over the alleged ballistic missile launches, a government official said.

Japanese TV broadcasters should introduce English subtitles in news programs by 2020 in light of an expected increase in the number of foreign visitors ahead of the Tokyo Olympics that year, according to an expert panel at the communications ministry.
“Subtitled television programs would serve as one of the most effective tools” to help foreign residents and tourists understand developments, the panel said Friday in a report.
The panel urged broadcasters to put English captions on news bulletins because they provide information related to people’s “safety and security.” The panel members said this should be done by 2020 “at the latest.”
They said the service should then be rolled out to other languages and other types of programming, such as sports and culture, as warranted.

The Supreme Court is expected next week to uphold a lower court ruling endorsing the government’s decision not to disclose diplomatic documents about the 1972 reversion of Okinawa from U.S. control, judicial sources said Monday.

The Tokyo District Court ordered the government to release documents that showed there was a secret accord for Japan to shoulder part of U.S. costs for the reversion, but the Tokyo High Court nullified this in September 2011.
The sources said the Supreme Court next Monday will likely reject an appeal seeking to overturn the nullification.

The Nuclear Regulation Authority will delay unveiling an interim report on restarting two reactors at a plant in Kagoshima Prefecture, sources matter said Monday.
The NRA had planned to present the draft to its decision-making panel Wednesday, but regulators judged that further evaluation was needed for measures to deal with severe accidents proposed by the plant’s operator, Kyushu Electric Power Co., the sources said.
Once finalized, the report is expected to give the green light to restart the two-reactor Sendai plant, which is the closest to meeting the new safety standards introduced after the 2011 Fukushima nuclear crisis.
All of Japan’s 48 commercial reactors remain offline in the wake of the March 2011 debacle at Tokyo Electric Power Co.’s Fukushima No. 1 complex.

The administration won’t introduce a package of bills related to new national security policy, including legislation aimed at allowing Japan to exercise the right to collective self-defense, until next year’s ordinary Diet session, informed sources said Monday.
The Abe team will need three to four months to prepare the bills, too long a time to have them ready by this autumn’s extraordinary Diet session, the sources said.
Amid strong public opposition over the change in constitutional interpretation, the administration of Prime Minister Shinzo Abe thinks it advisable to push far back Diet discussions by holding off on the legislation package until after next the budget is passed in the spring, the sources said.
The administration and the ruling camp led by the Liberal Democratic Party initially planned to introduce the bills in stages.

After Ukrainian forces’ seizure of a key rebel stronghold in the east, the major cities of Donetsk and Luhansk could be the next focus of major fighting. Three bridges on roads leading to Donetsk were blown up Monday — possibly to hinder military movements, though the rebels claim it was the work of pro-Kiev saboteurs.
As nerves fray over the prospect of fighting in the sprawling cities, Russia urges Europe to put pressure on the government to end the fighting, but takes no overt action. Rebels in Ukraine and nationalists at home have called for the Kremlin to send in troops to protect the pro-Russia insurgents, but President Vladimir Putin, wary of more sanctions being imposed by the West, has resisted.
Separatist fighters driven out of the city of Slovyansk and other eastern towns by the Ukrainian army over the weekend are regrouping in Donetsk, a major industrial city of 1 million where pro-Russia rebels have declared independence as the “Donetsk People’s Republic.” Pavel Gubarev, the region’s self-described governor, had promised “real partisan war around the whole perimeter of Donetsk” before thousands of supporters at a rally Sunday.
Ukrainian authorities meanwhile say their strategy is to blockade Donetsk and the rebel-held city of Luhansk, the two largest cities in the separatist east, in order to cut off rebel supply lines. Civilians would be allowed to leave and seek aid elsewhere, national security council spokesman Andrei Lysenko said Monday, according to the ITAR-Tass news agency.

Chinese President Xi Jinping on Monday commemorated the 77th anniversary of the official start of the war with Japan, condemning those who “ignore the incontrovertible facts of history” in an oblique jab at Prime Minister Shinzo Abe.
Xi and a cast of hundreds of soldiers and schoolchildren gathered for a ceremony on the edge of the capital to mark the Marco Polo Bridge incident, a skirmish between Chinese and Japanese troops on July 7, 1937, that served as a pretext for Tokyo’s forces to seize Beijing and thus trigger the Sino-Japanese War.
The event, carried live on state television, came amid a deluge of articles in China’s state and Communist Party-controlled media linked to the anniversary and criticizing Tokyo for historical revisionism and moves toward potential remilitarization.
The conflict, commonly known in China as the War of Resistance Against Japanese Aggression and which Beijing estimates resulted in the deaths of some 20 million of its people, ended with Tokyo’s World War II defeat in 1945.

Japan is set to approve its first arms export following the relaxation of a self-imposed ban as the nation seeks to boost its global military and economic stature, a report said Sunday.
Mitsubishi Heavy Industries plans to export a high-performance sensor to the United States, where it will be used in the Patriot Advanced Capability-2 (PAC-2) missile defense system due to be exported to Qatar, the Nikkei business daily said, without providing sources.
Tokyo’s decision — likely to become official later this month — comes after the government in April amended a long-standing ban on arms exports, particularly in cases where the products might be re-exported to countries engaged in conflict.
Prime Minister Shinzo Abe’s Cabinet eased the rules to allow exports of military products in a move aimed at allowing the country to participate in international weapons-development programs as well as expand its domestic defense industry.

Prime Minister Shinzo Abe may use an address to Australia’s parliament this week to outline plans for expanding the nation’s military role in joint exercises carried out under the mantle of collective self-defense — a move that has been welcomed by the U.S. but opposed by China as well as the majority of the public.
“Abe’s speech to the Australian Parliament will be of much broader significance than just its part in Australia-Japan relations,” Greg Sheridan, foreign editor of The Australian newspaper, wrote in an editorial on Saturday. “The whole world, or certainly the entire global strategic class, will be watching.”
The Cabinet on July 1 approved a reinterpretation of Article 9 of the nation’s pacifist Constitution to allow military action in concert with other countries in situations where Japan’s security is endangered.
Since taking office in December 2012, Abe has sought to bolster Japan’s security stance amid a territorial row with an increasingly assertive China and concerns about the strength of the country’s alliance with the U.S. He has increased the defense budget after 11 years of decline, passed a deeply unpopular law tightening the penalties for leaking state secrets, and loosened the restrictions on arms exports.

Current trade talks in Ottawa involving Japan, the United States and 10 other Pacific Rim countries will be key to advancing the planned Trans-Pacific Partnership (TPP) to its final stage by year-end, the country’s chief negotiator said Saturday.
U.S. President Barack Obama on June 20 announced his aim to have a free-trade draft he could take to meetings with other leaders in November, while negotiator Koji Tsuruoka also referred to a late-2014 goal.
“I understand that this meeting in Ottawa will be a very important step to bring the TPP to the final stage toward the end of the year,” Tsuruoka told reporters in Ottawa.
Frustrated by the lack of progress in global talks at the World Trade Organization, the 12 Pacific countries involved are trying to come up with a smaller-scale regional pact, although such an agreement could still get bogged down over long-standing sticking points such as Japan’s farming tariffs.
